There are three groups of verses. The first is off commands to decalre his glory or that the nations praise him.

Bless our God, O peoples; let the sound of his praise be heard,

Oh, listen to these verses! Hear the heart of God for his own. Notice the amount of times things are said like "let all the peoples praise you" instead of let all the people praise you. Not only is God concerned with the livees of indivuals, He desires that His glory be known among all the different cultures and peoples of the world.
Let the Saudis praise you! Let the Tibetans praise you! Let the Dai and the Persian and the Arab and the Mongol and the Han and the Vietnamese and the Hmong and the Sheiks and the Lao and the Hui praise you oh God!
